Losing passport before leaving the country
If you have dual citizenship and lost passport (it was stolen, damaged or just lost) just before the flight, you need (provided you go to the country of one your citizenships):
1) go to local police station and write affidavit that you lost your passport
2) go to Home Affairs, go to the manager for emergency cases - they will issue you temporarily passport which you will need to come back.
3) run to Airport with affidavit and temp.passport. You should be able to leave the country with your other passport, and to come back with temporarily passport.
Can I use temporarily passport for international flights?
Believe me, it can save you lots of money and nervous. To call to aircompany won't help, they don't docs regulations and can give you wrong information like it was given to me by incompetent assistant from Emirates company. They told me that i need both passports and because of that I lost my flight and had to pay almost 300 USD to change the ticket (economy)! Then I ran to airport where I've been explained what should be done in such case. Then I went to Emirates where representative told me that they DON'T know exactly about such procedure. While person on the phone misguided me and as a result I lost my long-awaited holiday trip. Also I went to home affairs and what have been said by airport officer was confirmed by administrator from Home Affairs. You can leave the country if you have another passport - passport of the country where you are going to. You just need to have temp passport that can be issued immediately in your presence.
I really hope my small contribution in this info will help many people.
